Pakistan School Disaster Management Training Program: Sindh Province Review (2014-2015)

From March to June 2014 Fumiyo Kagawa and David Selby of Sustainability Frontiers were involved in developing a training program on school disaster management for Pakistan. Working with Save the Children in Sindh Province and Hope 87 in Khyber Pakhtunkhwa Province, they developed a program to a common model but with provincially contextualized elements.


The training program in each province adopted a cascade approach with, first, Save the Children and Hope 87 teams providing a five-day training for trainers from each Provincial Institute of Teacher Education (PITE).  These then cascaded the same five-day training down to trainers at district department of education level who, in turn, offered a two-day training to teachers in schools who were to take responsibility for driving forward disaster management in their own school primarily through the mobilization of an overseeing and orchestrating School Disaster Management Committee.   At district level Executive District Officers and Assistant District Officers were designated to join the training given their responsibility for developing and driving forward education development plans and school improvement plans and for education budgets. Cascade training based on the training and teacher manuals took place in both provinces between 15 September and 15 October 2014.

In December 2014 Fumiyo and David were enlisted to oversee and write a review of the effectiveness and impact of the training in Sindh Province. 

The consultancy involves:

  • Developing semi-structured interview schedules for both trainers and trained under the School Based Disaster Management Training Program, i.e. the STC trainers of the PITE trainers, the provincial level PITE trainers, the district level trainers, head teachers and teachers, and officials observing the training at each level

  • Developing guidance notes on conducting and recording semi-structured focus group and individual interviews for STC team members to support them in conducting interviews with teachers and head teachers

  • Conducting semi-structured distance focus group interviews with the STC trainers, and the provincial and district-level trainers

  • Receiving and analysing consolidated data collected from participants at the training events

  • Writing an evaluation report on the impacts and effectiveness of the School Based Disaster Management Training Program in Sindh Province with recommendations for upgrading and refining the five-day and two-day training manuals and the teacher guide

  • Amending the five-day and two-day training programs and associated materials as well as the teacher guide in the light of the evaluation report and its recommendations
